María Victoria Alcaraz es historiadora y se especializó en Políticas y Gestión de la Cultura: dirección de instituciones culturales públicas, cooperación iberoamericana y redes culturales, economía de la cultura y administración financiera pública. Es Profesora en el postgrado de Gestión de Artes y Espectáculos de la Facultad de Ciencias Económicas (UBA) y Profesora Titular Cátedra de Introducción al Conocimiento de la Sociedad y el Estado en el Ciclo Básico Común (UBA). Desde1996 coordina el Programa de Cooperación y Capacitación Cultural del Ministerio de Cultura del GCBA y representa a la Ciudad de Buenos Aires en redes culturales, regionales e internacionales: Mercociudades, Unión de Ciudades Capitales de Iberoamérica, Ciudades y Gobiernos Locales Unidos. Es co-creadora de la de la Red de Centros Culturales de América y Europa (CCAE) y de la Red Interlocal de la Cultura Iberoamericana. Es miembro del Consejo de Dirección del Parque de la Memoria y del Monumento a las Víctimas del Terrorismo de Estado.
